Job Description

What we are looking for

The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient, and dynamic professional to take up the role of Logistics Manager for NCA and Mexico.  The purpose of the role is to ensure that the configuration of the unit is consistent with and maintains a balance between compliance with NRC's global standards, donor requirements, and adaptation to the specific context of the operation, thereby providing strategic and effective support for the implementation of programs/projects.

 What you will do

  • Adapt the procedures applied by the logistics unit in the operation, ensuring compliance with the Logistics Manual, NRC policies, and donor requirements. Responsible for creating and adapting logistics policies that comply with NRC global standards, ensuring that they are tailored to the operational contexts of each country and flexible enough to respond to emergencies or changes in the environment.

  • Implement NRC logistics systems and procedures.

  • Train and support Area, Support, and Project Management in logistics responsibilities.

  • Management and technical oversight of the logistics team. Manage matrix teams in NCA&M countries under your responsibility, promoting collaboration and capacity building among local teams and ensuring effective communication to meet NRC's operational and strategic objectives.

  • Ensure an anti-corruption and anti-fraud approach in procedures and training.

  • Establish filing systems in accordance with NRC standards in all offices.

    What you will bring

  • Minimum Master's degree with specialization in supply chains, logistics, industrial engineering, or related fields, from a nationally or internationally recognized university, or significant experience in areas related to the position.
  • Minimum of 3 to 5 years of experience working as a senior Logistics Manager in a humanitarian/recovery context.
  • Minimum of 3 years of experience in management positions supporting executive decision-making.
  • Experience working in complex and volatile contexts. Proven ability to make strategic decisions under pressure in volatile environments, managing logistical risks and ensuring operational continuity in crisis situations.
  • Documented results related to the responsibilities of the position
  • Knowledge and skills in market assessments, analysis, and cash-based interventions.
  • Implements and oversees the use of digital technologies and systems, including ERP, to optimize supply chain management, logistics data analysis, and evidence-based decision-making.
  • Knowledge of own skills/leadership profile
  • Fluency in English and Spanish, both written and verbal, with intercultural skills to work effectively in multicultural teams and manage operations in multiple countries.
  • Valid driver's license
  • Professional in Business Administration, International Business, or similar with a Master's Degree in Supply Chain Management or similar.
  • Minimum of 3 to 5 years of proven experience in a similar position.
  • Solid knowledge of Supply Management - Supply Chains.
  • Knowledge of national and international freight transport management.
  • Ability to visualize processes in a systematic way and to improve process efficiency in an agile manner (skills in industrial engineering would be a plus, or knowledge of Lean 6 Sigma methodologies).
  • Proficient knowledge of MS Office applications (Word, Excel, PowerPoint, Outlook) and experience in ERP software. Ability to conceptualize, generate, and analyze strategic data to support decision-making.
  • Advanced knowledge of logistics risk management, operational continuity planning, and ability to coordinate responses to regional emergencies or crises.
  • Proven skills in optimizing supply chains in regions with complex logistical challenges, including areas with limited infrastructure or volatile environments.
  • Experience in managing regional suppliers, negotiating contracts, and framework agreements to ensure the efficient supply of goods and services at the regional level.
  • Innovative mindset focused on continuous improvement, with the ability to identify opportunities for optimization in logistics processes and promote the adoption of best practices.
  • Advanced experience in the use of ERP software, inventory and fleet management tools, and data analysis systems to optimize logistics efficiency and support data-driven decision-making.
  • Proven experience in regional logistics management covering multiple countries, with the ability to adapt logistics procedures and strategies to diverse national contexts.
  • Solid knowledge of customs legislation, transportation regulations, and trade regulations in the countries of the region (Honduras, El Salvador, Guatemala, Mexico) to ensure compliance and optimization of the supply chain.
  • Proven ability to lead multicultural teams and manage effectively under a matrix structure, with skills in coordinating remote teams and developing capabilities in multiple countries.

  • Travel: 20%
  • Salary/benefits: grade 9 on NRC’s salary scale, with accompanying terms and conditions
