Request for Proposals (RFP): Baseline Evaluation for USDA McGovern-Dole Honduras

Partners of the Americas (POA) seeks proposals to conduct a baseline evaluation as described in this Request for Proposals (RFP). These services are required under the McGovern-Dole International Food for Education and Child Nutrition Project FFE-522-2025/004-00 (McGovern-Dole Honduras) funded by the United States Department of Agriculture. The evaluation will serve as the foundation for performance tracking, ensuring the consistent use of data sources and tools for midterm and final evaluations. Findings will be used to refine project targeting, confirm indicator targets, and adjust implementation strategies where needed. Baseline data will also inform the project’s learning agenda, providing a reference point to evaluate the contribution to literacy, health, and market systems change over time.
