Location: Department of Intibucá, Honduras (Municipalities of Intibucá and Yamaranguila)
Background
The Department of Intibucá, located in the Honduran Dry Corridor, is one of the regions most affected by climate variability, prolonged droughts, environmental degradation, and structural poverty. Communities in the municipalities of Intibucá and Yamaranguila face persistent challenges related to food insecurity, limited access to productive resources, and fragile livelihoods dependent primarily on small-scale agriculture.
In response, the Comisión de Acción Social Menonita (CASM), in partnership with World Renew and with support from the Canadian Foodgrains Bank (CFGB), proposes to undertake a situational assessment in 15 rural communities to determine the feasibility of implementing an Agriculture and Livelihoods Project beginning in April 2026.
CASM brings more than 40 years of experience working in the Honduran Dry Corridor promoting conservation agriculture, Farmer Field Schools, native seed systems, rural savings groups, and climate resilience initiatives. Prior experiences in neighboring municipalities have demonstrated measurable improvements in resilience, household nutrition, agricultural productivity, and economic diversification. This assessment seeks to extend such learning and impact into new territories of Intibucá and Yamaranguila where CASM has not previously worked.
Problem Statement:
The overall objective is to gather first-hand information on the main problems, needs, and limitations related to food security, while identifying the resources and assets that influence local livelihood systems—both positively and negatively. Special emphasis will be placed on family farming, food security, and the sustainability of livelihoods. While the region is agriculturally driven, the assessment will explicitly explore non-agricultural assets and skills to mitigate the risks associated with climate-dependent livelihoods
Expected outcomes
The assessment will provide insight on:
Identify community capacities, agricultural potential, environmental conditions, and livelihood systems, with emphasis on family agriculture, food security, and climate resilience.
Analyze vulnerability factors—climatic, socioeconomic, cultural, and structural—that affect stability of livelihoods, including drought, poverty, migration, food insecurity, and exclusion.
Strengthen coordination and dialogue with local authorities, institutional actors, indigenous Lenca communities, and territorial organizations to ensure shared priorities and governance.
Design context-appropriate intervention strategies that integrate sustainable agricultural practices, strengthen local markets, explore non-agricultural economic opportunities, promote gender equity, and ensure long-term resilience.
The final results will inform project design, methodology selection, targeting approach, and implementation strategies to ensure contextual relevance, inclusivity, and sustainability.
Scope of Work:
The scope of work of the external consultant will support the facilitation of the situation assessment. This will include support in the following
Planning, Preparation, Instrumentation:
Guide and provide feedback on the formation, roles and responsibilities of the Situational Assessment Team.
Collaborating in the development of the evaluation plan, including reviewing relevant literature and defining the methodology.
Assisting in the development of participatory data collection instruments or tools.
Review and provide feedback on the plan and data to analyze qualitative and quantitative instruments.
Training, Information Collection, Data Analysis:
Support in the facilitation and training of the assessment team.
In-field support to guide the team in the collection of data and information in communities/institutions from the various data collection methods/tools.
Provide iterative support to guide and correct data collection/analysis to direct the team to collect relevant and pertinent information to support the CFGB proposal development process.
Support in the Information Processing and Data Analysis.
Reviewing the data analysis plan, supporting the processing of information, and assisting in the interpretation of the collected data.
Final Report:
Review, feedback, edit and finalizing of the preliminary report according to the topics investigated.
Reviewing and commenting on the draft to ensure the findings are clear, concise, and relevant to the proposal's development.
Expected Methodology
The situational assessment will be based on a qualitative, participatory, and contextualized approach. The methodology seeks to generate a deep and holistic understanding of the social, economic, cultural, and environmental conditions that affect food security and livelihoods in at least 15 rural communities of the Honduran Dry Corridor.

The financial proposal must specify a total amount and a breakdown of costs, considering at least the following items:
1. Consulting team fees (broken down by team members, if applicable)
2. Living expenses (per diem)
3. Travel expenses (transportation/travel)
4. Equipment and stationery
Revised Payment Terms for Consulting Services (Three Payments)
Payments shall be made in local currency according to the following schedule and conditions:
First Payment – 50%
Upon delivery and approval of Products 1: Development of information collection tools
Payment Condition: All deliverables must be reviewed and formally approved by World Renew.
Second Payment – 30%
Upon delivery and approval of Product 2: Gathering information in communities, Analysis of quantitative and qualitative data.
Payment Condition: All deliverables must be reviewed and formally approved by World Renew.
Third Payment – 20%
Upon delivery and approval of Product 3 Final Report and donor approval:
Final report in Spanish and English send via mail.
Databases: original clean database
Executive PowerPoint presentation summarizing key research findings.
Final approval requirement:
Payment Condition: All deliverables must be reviewed and formally approved by World Renew.
Final payment will be made after World Renew receives the donor’s formal approval email.
World Renew commits to notifying the consultant within one (1) day of receiving the donor’s final approval.
Tax Clause
If the consultant is a legally constituted company, applicable sales tax will be included and paid accordingly.
